City Hall
City Hall is located at 101 N Main Street in Downtown Electra. Hours of operation are Monday through Friday, 8:00 am to 4:30 pm. City Hall staff can be reached at 940-495-2146. After hours emergency service is available at the Police Department by calling 940-495-2131. Residents can establish utility connections for Water, Sewer, Electric and residential garbage service at City Hall. In addition, City Hall staff is available to answer questions regarding the community and other services available.

Larry R. Pannell
City Administrator
Larry R. Pannell is the City Administrator and Economic Development Director for Electra, Texas. In this capacity he oversees all city departments with responsibility for the city's day-to-day operations, and has recently assumed responsibilities for moving forward the economic base of Electra. His expertise is in municipal financial management and collaborative relationship building. He is often sought after for his ability to see the bigger picture and guide people to successful solutions. Driven to produce positive results, he is committed to bringing quality, excellence, transparency, and trust to any community he serves.
Larry is a graduate of the University of Wisconsin at Parkside with a Bachelor of Science in Business Administration and a concentration in Accounting. He is currently pursuing his Masters of Public Administration from the University of Illinois-Springfield.

A Native Texan, Larry was born and raised in Austin. His wife Claudia is a financial counselor specializing in personal, family, and business finances. Larry and Claudia have been married 43 years and have a daughter living with her family in the Dallas/Ft. Worth area. In his spare time, you will find Larry working on the family ranch outside of Newcastle, Texas and facilitating Financial Peace University classes at First Baptist Church of Electra.
Tracey Lowe
City Secretary
Tracey Lowe is the City Secretary for Electra. In addition to her official duty as keeper of city records, Tracey also serves as Municipal Clerk, City Treasurer, Public Information Officer, Public Funds Investment Officer, Utility Clerk, Payroll Clerk, and Accounts Payable Clerk.
